VN - Phần đất này trước đây thuộc khuôn viên Dinh Norodom và là khu vườn cảnh của dinh. Năm 1869, người Pháp cho mở con đường Miss Clavell (đường Huyền Trân Công Chúa ngày nay) tách khu vườn ra khỏi dinh. Và tên của khu vườn là Jardin de la Ville, nhưng người Việt quen gọi đó là Vườn Ông Thượng hay Vườn Bờ-rô. Đây là một vùng đất cao, cây cối rậm rập và ít người lui tới.
Về sau, vì việc duy tu bảo dưỡng rất tốn kém, do đó phải nhường lại một phần đất để xây Hội Hiếu nhạc (Société philharmonique) năm 1896, Hội Tam Điểm (Franc-maçonnerie) năm 1897, và Câu lạc bộ Thể thao Sài Gòn (Cercle Sportif Saigonnais) năm 1902.

EN - The park used to be a part of Norodom Palace, the garden of the Palace. In 1869, the French built Miss Clavell road (Huyền Trân Công Chúa street now) to separate the garden from the Palace. The garden was named Jardin de la Ville (Garden of the City) but Vietnamese called it simply Bo-Ro Garden (really it was Preau that means "covered yard" in French). It was on a high land with trees and it was nearly free from people.
Later, due to high expenses on repairing, it was sold to the Philharmonic Society in 1896, to the French marconneries in 1897 and the Saigon Sports Club in 1902.
