VN - Ngọ Môn có thể chia làm chia hệ thống, nền đài ở dưới và lầu Ngũ Phụng ở trên.

Hệ thống nền đài có hình chữ U, có ba lối đi song song nhau: Ngọ Môn (ở giữa dành cho vua đi), Tả Giáp Môn, Hữu Giáp Môn (ở hai bên dành cho các quan văn võ theo hầu vua). Ngoài ra còn có hai lối đi nữa dành cho lính tráng và voi ngựa.

Hệ thống lầu Ngũ Phụng có hai tầng, được xem như một lễ đài, dùng để tổ chức một số lễ hàng năm của triều đình như lễ đọc tên các sĩ tử thi đỗ Tiến sĩ, lễ duyệt binh...
